The Client

Jamsan Management is a New England–based hotel and asset management company recognized by its investors, franchisors and clients for quality service. The company owns and manages a wide variety of properties in the northeastern United States and works with major brands such as Hilton, Marriott, Choice Hotels, Best Western and Intercontinental Hotel Group. Jamsan is committed to delivering stable and sustainable hospitality services across its portfolio of hotels and needed a governance model that could support growth without compromising security or compliance.

The Challenge

As Jamsan’s portfolio expanded, the IT team struggled with inconsistent infrastructure provisioning across multiple accounts and brands. Manual provisioning of virtual private clouds (VPCs), compute instances, and databases resulted in configuration drift and exposed them to security risks. The lack of standardized templates and guardrails also slowed down new property launches; engineers waited days for environments to be approved and built. Compliance with industry regulations and corporate policies was difficult to enforce across numerous teams. Jamsan required a solution that would provide self‑service agility for development and operations teams while maintaining centralized control, cost optimization and compliance.

The Solution

Hallmark designed and deployed a centralized AWS Service Catalog solution to address these challenges. A curated portfolio of pre‑approved CloudFormation templates was created to provision networking (VPCs, subnets, security groups), compute (Amazon EC2 Auto Scaling groups), databases (Amazon RDS with encryption enabled) and other foundational services. These products were shared across Jamsan’s AWS accounts using AWS Organizations. Service Catalog constraints enforced least‑privilege roles, limits on instance types and sizes, and mandatory tagging policies using TagOptions for cost allocation and security reporting. Developers and operations teams accessed the catalog through a web portal to self‑provision approved resources in minutes.

The service catalog was integrated with Jamsan’s CI/CD pipelines so that infrastructure builds and application deployments could automatically consume catalog products. Centralized logging and monitoring were configured through AWS CloudTrail and CloudWatch to provide auditability of catalog actions. As new compliance requirements emerged, administrators simply updated the catalog templates and constraints to propagate changes across all environments.

Security and Governance

Security was built into every layer of the solution. Each product template enforced encryption at rest and in transit. IAM roles and launch constraints ensured that users could provision only the resources they were authorized to create. TagOptions applied consistent security and cost tags to every resource for improved tracking. Catalog activities were logged and monitored via CloudTrail and CloudWatch, and access reviews were performed regularly using IAM Access Analyzer. This approach provided strong governance while empowering teams to innovate quickly.
